One, Two and Three always show rising distinction. The words change by category because a great hotel, restaurant and cruise earn a journey in different ways.

The simple rule

One means a strong choice. Two means the experience should shape your plans. Three means it can be the reason for the journey.

The complete stay

A hotel is judged as a place to live in for a time: the room, the people, the public spaces and the way the whole stay holds together. Price, fame and brand do not replace performance.

A Stay Worth Choosing

A hotel that delivers a clearly strong stay in its own category. The room works, service is dependable and the experience has enough character to stand above ordinary alternatives.

At least one anonymous stay covering two nights and the main guest journey.

Two GEMs

A Stay Worth Extending

A hotel whose quality changes the shape of a trip. Guests have a reason to spend more time on the property because the rooms, service, design, dining or wellbeing offer sustained value beyond a place to sleep.

Three GEMs

The Hotel Is the Destination

A rare hotel worth planning a journey around. It combines exceptional accommodation, highly personal service, a powerful sense of place and reliable execution so completely that the property becomes the main reason to travel.

At least three anonymous stays, two or more inspectors and six nights in total, followed by a unanimous committee decision.

Cooking first

Forks begin with what is served. Technique, flavour, ingredient judgement, identity and repeatability carry most of the score; service and setting matter because they determine how completely the meal is delivered.

Worth Booking

A restaurant that cooks with clear skill and purpose. The meal is consistently good enough to justify choosing it in advance over nearby alternatives.

Two Forks

Worth a Detour

A restaurant with excellent cooking and a distinct point of view. It is worth changing a local plan or route to experience, supported by assured hospitality and repeatable execution.

Three Forks

Worth the Journey

An outstanding restaurant that gives travellers a reason to make the trip. The cooking shows exceptional command, originality and consistency, and the complete meal performs at an international benchmark level.

One connected voyage

Anchors judge the ship and sailing together. Cabins, crew, food, public spaces, itinerary delivery and operational control must work as one journey; a famous route cannot carry a weak ship, and a beautiful ship cannot excuse a poorly run voyage.

A well-run sailing with dependable crew, comfortable accommodation and a coherent onboard experience. It is a confident choice within its cruise category.

Two Anchors

The Ship Matters as Much as the Itinerary

A cruise where time onboard is a major part of the reason to book. Service, cabins, dining and ship life are strong enough that the vessel is as compelling as the places it visits.

At least two full sailings or equivalent multi-route evidence, with different inspectors or materially different operating conditions.

Three Anchors

Sail for the Ship Itself

An exceptional vessel and crew that justify the journey in their own right. The onboard experience remains outstanding across sea days, ports, dining, cabins and operations, with the control expected of a world benchmark.

Two to three full sailings, at least two itineraries or operating conditions and a unanimous committee decision.

05 · Method

How a distinction is earned

Every candidate passes the same six-stage decision path. Strong publicity, a nomination or a previous award never replaces current evidence.

    Eligibility

    Identity, legal operation and the exact property, restaurant or ship are resolved before scoring begins.

  2. 02

    Anonymous assessment

    Inspectors book through ordinary channels, pay the bill and experience the same product available to the public.

  3. 03

    Evidence review

    Scores are checked against receipts, timestamps, notes and material facts. Contradictions trigger more work, not averaging.

  4. 04

    Committee decision

    The score creates eligibility, not an automatic award. Senior reviewers confirm gates, consistency and conflicts.

  5. 05

    Publication

    The distinction, year, scope, status and standard version enter the public record for a limited validity period.

  6. 06

    Monitoring

    Material change, credible safety information or evidence of special treatment can reopen the result at any time.

Scoring

A score must clear every gate

Inspectors score individual criteria from 0 to 5, then category weights convert the result to 100. The final assessment gives extra weight to the weakest visit so one exceptional service cannot hide an unreliable one.

The category tables above may set a higher floor. The higher requirement always applies. Meeting a number creates eligibility for review; it does not force the committee to award the distinction.

Inspection rules and evidence standard Read details
  • Inspectors use ordinary consumer booking channels and pay published charges from controlled accounts.
  • Each assessment records booking evidence, receipts, dates, service periods, material interactions and criterion-level notes.
  • Evidence is graded by recency, directness, independence and relevance. Marketing copy can confirm an offer but cannot prove quality.
  • Where visits disagree materially, the file is not simply averaged. A further visit, a narrower scope or no award may follow.
  • Accessibility, family, wellness, business or expedition features are scored only when relevant to the stated product and public promise.
  • Assessors compare like with like for context, but the published level floors do not change by country, price or brand.

06 · Integrity

Designed to resist influence

The system separates attention from achievement. A business may be known, nominated, advertised or commercially active without receiving a single point.

No paid entry

Application and assessment do not require a fee. Payment cannot create eligibility, raise a score or secure a distinction.

The guide pays

Assessors do not accept complimentary stays, meals, sailings, upgrades, gifts, loyalty points or private benefits.

Commercial firewall

Advertising, partnerships, events and post-award mark licensing are handled separately from inspection and award decisions.

Rotating identities

Booking names, payment methods and visit patterns are varied. A compromised visit is void and can be repeated.

No public vote

Popularity, social reach, review-site scores and public nominations do not add points. They may only identify leads or risks.

Conflict recusal

Ownership, recent employment, consultancy, investment or close personal ties require disclosure and removal from the decision.

More than one judgement

No single inspector can grant the top level. Category leads and the Awards Committee review the evidence.

No quotas

There is no fixed number of awards by country, brand, price, category or commercial relationship.

Automatic stop or review

Some facts override the score

These conditions can pause assessment, prevent an award, suspend an active distinction or require a fresh review.

  • A material safety, licensing, sanitation or legal-operating failure.
  • False documents, a false identity, undisclosed mandatory charges or a materially misleading public claim.
  • An attempt to identify, influence, reward, threaten or give special treatment to an inspector.
  • A substantiated official finding of serious discrimination, harassment, retaliation or comparable misconduct that makes an award inappropriate.
  • A material change of chef, concept, location, ownership, management, ship, renovation status or operation that makes the assessed product no longer current.
Anti-manipulation controls Read details
  • Inspector assignments, travel patterns and live candidate lists are restricted on a need-to-know basis.
  • Where special treatment is suspected, the affected visit is excluded and may be repeated under a different identity.
  • Coordinated nominations, review campaigns or reputation-management activity do not alter the score and may trigger an integrity check.
  • Committee papers exclude irrelevant commercial status. A member with a conflict leaves the discussion and decision.
  • Evidence changes are logged. Material edits cannot silently replace the record after committee sign-off.
  • Process controls may be independently audited; the annual public report should state award counts, suspensions, appeals and confirmed integrity cases without exposing inspectors.

07 · Governance

A decision with a public record

Authority comes from rules that can be checked: named responsibilities, time-limited status, a correction route and a record that shows exactly what was awarded.

Standards Council

Owns the published rules, definitions, annual version and material amendments.

Inspection Unit

Plans anonymous assessments, protects inspector identities and maintains the evidence file.

Awards Committee

Reviews thresholds, category gates, consistency and the final award decision.

Integrity & Appeals

Works outside the original decision team on conflicts, complaints, investigations and eligible appeals.

Commercial Team

May offer services only after an editorial result exists and cannot access live scoring or direct inspectors.

Validity

12 months, not permanent

A distinction expires unless renewed. Material changes can trigger an earlier review, and the historical record keeps its original year and later status.

Appeals

Facts and process, within 30 days

An affected business may identify a factual or procedural error and supply supporting evidence. Appeals are handled outside the original decision team; disagreement with taste is not a re-score.

Scores

The result is public; the raw file is protected

The distinction, method, weights, floors and status are published. Exact scores, inspector identities and security-sensitive notes remain confidential to protect the system.

Commercial use

Licensing begins after the award

An eligible business may license the mark after the editorial decision. Refusing or ending a licence does not change the award, renewal or public record.

Transition from earlier Verify records Policy

An earlier The World’s Best Verify record does not automatically become a GEM, Fork or Anchor. The new distinctions require the category-specific evidence, visit minimums and numerical gates on this page.

Desk research may support identity, eligibility and risk review, but it cannot by itself produce Two or Three marks. Historical Verify status remains attached to its original year and standard until it expires or is separately reassessed.
